Reduction in penalties at sentence

Report

This report reviewed the principles and practices governing reductions in sentence and examined the way in which factors leading to a discount on sentence are taken into account. The report focused on a number of specific discounting factors, such as guilty pleas and assistance to authorities, and also considers the use of charge negotiation and the Form 1 procedure. Attention was also given to the application of the totality principle to offenders being sentenced for multiple offences.
